Hey Basstard, My brother went there for a weekend during the Dec. break. Had no problems with security, however he and his mate were always in close proximity to others. Roos has unfortunately earned a bit of a negative rep as far as security goes, but just about anywhere around Harties has become like this. Rather practice safe camping and make the trip in a group than on your own.
As for the fishing, they managed to land quite a few carp, but all were small and none of the bigger carp that Roos is known for showed up. Small floaties and sweet white dough are the way to go there. Your flavours you use anywhere around Harties should always include banana, almond, tjop-tjop (pineapple), cinnamon,FX, and Q35 (TCP). These have worked for me without fail over the years.
If you want to target the bigger carp I'd suggest trying a Tiger Nut on a hair rig, I've heard guys are starting to have more and more success with Tigers there. I have not not tried it myself yet but I definitely will the next time I am there!
