 I have a Penn Fathom 30 reel and is looking for a 13ft rod to accommodate the reel. I have spare cash. Specs of rod should be: 25 ton hmglight weight graphite blanks. 2/3piece does not matter. Fuji reel seats. Fuji nog aluminium oxide guides.

5-7oz

 There are plenty off the shelf rods which have those specs or better ,from blue marlin to adrenalin to penn. Go visit a good tackle shop and have a feel of the rods take your reel along and fit it to feel the balance. Then it's all down to your budget !
